i'm sorry though, it's been awhile since i made this (i don't think i even have the model anymore) and it will take a really long time for a tutorial
if you're interested in making this, i can give you a few pointers to help you get started
sorry >< this is one of my earlier models so i didn't do much documentation or photos of it

I made it up by using a 2D picture from google and piecing the pieces based off the picture.
Sailor V took me awhile to get the hair to wrap around her body and to get her to stand on the legs.
Challenging, but it was fun.
It required a lot of pieces, I would say roughly 800-900 pieces.
